The Hubert H. Humphrey Fellowship Program is a Fulbright program that builds connections between accomplished U.S. and foreign mid-level professionals in leadership positions to advance solutions to pressing global challenges, including combating climate change, protecting human rights, increasing access to education, and enhancing global health security. It provides a year of personalized academic experiences and professional development opportunities for participants.
Fellows also have the opportunity to immerse themselves in U.S. society and culture; this immersive experience strengthens mutual understanding and lays the foundation for enduring, productive relationships between Americans and their global counterparts. By exposing Fellows to diverse aspects of U.S. life, the program fosters cross-cultural dialogues and collaborations that continue long after the Fellowship year.
Eligibility Criteria
To qualify for the program, applicants must meet the following requirements:
- Applicants must be resident in Jordan at the time of application and must continue to reside in Jordan until the beginning of their program in the United States.
- Hold at least a bachelor's degree from an accredited institution.
- Have a minimum of five years of full-time professional experience after obtaining the first university degree (by June 2026).
- Demonstrate a good command of English (English language training may be provided if necessary).
- Applicants must have a professional background in one of the fields listed on this page.
- Preference is given for applicants who have not previously studied or lived in the United States.

Who is NOT Eligible to Apply?
The following individuals are ineligible for the program:
- Dual US/Jordanian citizens, and persons applying for or holding permanent residence (Green Card)
- University professors and academic researchers who do not hold administrative responsibilities (except for specialists in drug abuse prevention and Teaching English as a Foreign Language (TEFL)).
- Individuals who have participated in U.S. government-sponsored exchange programs within the past three years.
- Those who have pursued graduate studies in the U.S. for one academic year or more within the past seven years or spent more than six months in the U.S. within the past five years.
- Employees of the Fulbright Commission, U.S. Embassy, or the U.S. Department of State, including their immediate family members and dependents.
Program Benefits
The Humphrey Fellowship Program provides comprehensive financial and professional support, including:
- Payment of tuition and fees at the assigned host university.
- Pre-academic English language training (LTE Program), if required.
- A maintenance (living) allowance, including a one-time settling-in allowance.
- Accident and sickness coverage.
- A book allowance.
- A one-time computer subsidy.
- Air travel (international travel to and from the U.S. for the program and domestic travel to required program events).
- A professional development allowance for professional activities, such as field trips, professional visits, and conferences.

About Fulbright – Jordan
The Jordanian-American Commission for Educational Exchange, also known as the Fulbright Commission in Jordan, was established under a bilateral agreement signed in May 1993 between the Hashemite Kingdom of Jordan and the United States. The commission receives annual funding from both governments and operates as an independent, binational, and non-profit organization.
A binational board of four Jordanians and four Americans oversees its operations, with the Jordanian Minister of Foreign Affairs and the U.S. Ambassador serving as honorary co-chairs. The Fulbright Program in Jordan promotes educational and cultural exchange by offering competitive scholarships and fellowships to Jordanian and American students, teachers, and researchers to study, teach, and conduct research in each other’s countries. Selection is based on merit and a competitive application process.
