United Nations is offering a job opportunity in USA as a Senior Humanitarian Affairs Officer (Deputy Head of Office) at Office for the Coordination of Humanitarian Affairs, Amman, Jordan.


Duties & responsibilities

Within delegated authority, under the overall leadership and direction of the Head of Office, the Senior Humanitarian Affairs Officer / Deputy Head of Office will be responsible for the following duties:

  • Serve as senior policy advisor to the UN Regional HC for the Syria Crisis, the Syria Strategic Steering Group, and regional representatives of the humanitarian community engaged in the Syria response on humanitarian principles and initiatives in close consultation with the OCHA Head of Office.
  • Provide supervision and guidance to Syria-focused staff working in the Regional Office.
  • Serve as a senior policy officer; advise on overall policy direction on specific issues; and, more generally, reviews and provides advice on a diverse range of policy issues related to safeguarding humanitarian principles and ensuring the effective delivery of humanitarian assistance and the linkages with other related areas (e.g. human rights).
  • Prepare policy position papers for review.
Monitor, analyze and report on humanitarian developments, disaster relief/management programmes or emergency situations in assigned country/area; develops and maintains a “watch list” of countries with potential for humanitarian crisis.

Eligibility criteria

  • Education: Advanced university degree (Master's degree or equivalent) in political science, social science, international studies, public administration, economics, engineering, earth sciences or a related field is required. A first-level university degree in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree. 
  • Work Experience: 
  1. A minimum of ten (10) years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area is required.
  2. Five (5) years of experience at the international level, of which at least one (1) year in a field location is required
  3. Experience providing technical, policy and operational advice to senior managers on humanitarian issues and operations is required.
  4. Experience leading and coordinating humanitarian relief operations in complex emergency or natural disaster situation is required
  5. Experience in a humanitarian context within the UN common system or other comparable international organization is desirable.
  6. Experience in the Middle East and North Africa is desirable. 
  • Languages: French and English are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Arabic is desirable.
